I doubt they wanted the change. It's cos of a relocation.
Imagine the longer new route and their buses jamming up in Johor, they have to deploy more buses. And only earn 20 cents more from everyone.
Benefits vs Costs. I think more costs ultimately.
JB fare increase not as easy as Singapore
do they have PTC? public transport council?
their fare from city square till skudai distance around 20 km, only RM 2.00, waiting time around 15 minute, total 4 buses working, if any bus breakdown = longer waiting time, ever only 1 bus operating, waiting time is 1 hrs.
also travelling out from Malaysia to singapore
DO NOT use Ezlink,
can use RM
RM 2.50 till Queen Street

I agree with the paying CW2/SJE fares by RM.... but out of Malaysia by 170/160/950 and transferring to MRT, the rebates still make this option worth it.
Any route changes with its fares can change as long as they submit the route to JB Authorities for approval. Every 160/170/950 bus has such a fare/route chart. The same chart is also used in Selangor.

If I am not mistaken, there is a linkbridge to the new CIQ complex. You may access the buses there after clearing immigration.
Personally I have not stepped into JB for at least a year but I heard about the linkbridge from my colleagues staying across the causeway.
The CIQ complex is at the current Johor Bahru Railway Station which is just across the road from City Square. There's an old overhead bridge there.

There's RIDE SUSPENDED and RIDE RESUMED when you tap in and out. It can last one whole day if I'm not wrong, i.e. alight at JB Checkpoint, walk the whole afternoon, go back to Checkpoint to take 170 to Larkin, ride will resume.
Of course, going back is a different direction and a different journey already.
