  Please don't use flash for night shots. You can try to set a slower shutter speed and/or higher ISO to compensate for the low light.

  Either one you wish. ISO set at 100 is enough. Shutter speed you play with it yourself to get the correct shutter speed you need.

  It depends on what camera you're using. All DSLRs and certain compact cameras allow you to set them manually

  i dont think so, it may be adjusted automatically depending on lightning condition.
