That's the "direct" escalator to/from JP2/Boon Lay Bus Int on Level 3, it's cover up currently to prevent people from falling through the gap.
Level 1 has 3 such notices; 1-beside Dano, 2-beside M)phosis, 3-beside Viva Money Changer

According to the pic shown, there would be an escalator installed there in the future. People can get to there(near fairprice Xtra) from the int. The pic is taken at the 3rd floor but the int is at the 1st floor. There is no 2nd floor. Other places where you see the notice are the entrance/exit of the future A/C int. Professional mentioned that it is a smart decision by JP as people who need to passby JP from int to MRT station. -

my last visit in end Nov 08 showed zero progress there. Refer to earlier posts in this thread (IIRC) for the update. -
