Would the OM447H be governed to those speeds as well? Took an O405 last week and as the bus was packed, I was standing near the driver. The Tacho read 2800rpm on 2nd gear. Bus was literally screaming.

2800 RPM? It might have been 1800. 2800 is in the orange area of the meter which frankly is not possible to reach. No Mercedes I have seen, no matter if its Mark 1 non-turbo (non-SBS versions with tachometer) or Mark 2 turbo reaching such engine speeds. And that would include other 10-12 liter engines including but not limited to the Volvo and Scania ones.
At neutral gear, a normally tuned Mercedes OM447hA/hLA engine can reach 2200 RPM on the meter at maximum depression of the pedals (including kickdown switch). That would equate to a loud ambience noise in the Habit buses and loud 'screaming' of engine sound on the normal Hispano bodywork as heard by a commuter in the bus.
The OM 447-series engines are governed to somewhere around 2200rpm. The OM 457-series engines are governed to just over 2000rpm.
