once ,at toa payoh bus interchange, i seen 1 brbp28 bus leaving, after that bus left, a bndep 28 come in . that means follow by order. 1 brbp28 come in,the other bndep 28 depart. isn't it like that?

and more often than not, buses come in waves (braddell for 5 to 6 buses, then bedok north another few buses). imagine when you want to keep the buses at night in the right direction, it can’t be in alternate order.
it also depends on control.

There are also services which off service from the non-change shift terminating point. Its numbers kinda outnumber the other depot controlling that terminating point. These services come mostly from west side depot (not district) as the east side has too many services on their side.
14 65 66 105 143 147 154 196 are some of them.
Some breakdown in numbers. All schedules Weekday
14 Bedok-arbp: 6, Bedok-bndep: 5
65: Tampines-arbp: 11, Tampines-bndep: 6
105: Serangoon-slbp: 4-5, Serangoon-hgdep: 2-3 (based on 2006 figures) However, morning got alot of slbp-Serangoon due to hgdep ones doing morning downroute from Whitley/Toa Payoh/NYJC side.
143: Toa Payoh-slbp: 12, Toa Payoh-brbp: 1
196: Bedok-bbdep: 5, Bedok-bndep: 6
The service that it not the norm is service 10. Think there's some historical reason behind it.
