Perhaps. But if that's the case, it'll really take at least two transfers for those living around Bt Gombak and CCK.
Besides, 963 goes down to Clementi West and AYE, where there're already a few buses (196, 198) that also ply NUH/NUS. Not many for those around Bt Timah and Sixth Ave, though.
