Take a train ride to Bedok Station and transfer to bus service 196 and alight at Marine Parade and walk towards ECP on normal day.
while on Weekends and Public Holidays, you can take 401 direct service to East Coast Park Service Road.
What's the freq of 401 ah? Need to wait very long?

from my experience, take MRT to bedok then change to 16 or 196.
or MRT to Eunos then take 13.
ECP got a lot of bus

If you can afford to pay a little, take Express 502 at Boon Lay and alight at Orchard Rd. Then change to Sv 36 from Orchard Rd to Marine Parade.
