- He might have sat on the upper deck before coming down to thank the driver as he may be alighting at the next stop.
- He just boarded the bus from the previous bus stop and is asking something.
- he might just be checking something with the driver....

If he actually is a tourist standing there, i believe you wouldn't say about the tourist ba.
How about him founding a unknown items and was telling the driver?

It is obvious that the bus has just left the bus stop and just move off. Standing beside the BC doesn't mean he's chatting. And I know there are bus fans who like to collect tickets of cameo buses. I was told he was paying for the ticket.Asking for price DOESN'T MEAN chatting.
I believe this is a total misunderstanding and let's not make this situation worse. Using chatting to shoot will actually cause adverse problems to the BCs and the BC might be suspended or sacked just because of a wrong accusation.
Let's not be a stomper who always highlight such minor details. You don't like to be stomped too. Get back to topic and post your pics.

everyone got their own reasons. If that person is just asking fare, that is ok but juz a reminder that pls refrain from talking to BC when they are driving. -
