That's right, those PIWs must have some fun at Jurong Bird Park, Downtown East or Marina South.

true but i thought residential trunk/feeder services should get priority for WAB, not these. previously i heard of 94 gerting WAB quite early too... it's quite weird.

There's 3 important criteria before a service can be converted into WAB status,
1. 80% of the bus stops along the route must be wheelchair friendly, and the interchange MUST be wheelchair friendly.
2. Frequency/schedule of WAB buses used, at least every alternate bus is WAB friendly, or as per scheduled. (this is from what i remember, do correct me if im mistaken)
3. LTA consultation and approval
As you can see, sbst/smrt can only control #2. LTA does the upgrading of the bus stops and interchanges, so if the infrastructure does not support it yet then even feeder/trunk services that should have priority will have to be put on hold.
Of course, as you can see, the very crucial ones that ply hospitals are being pushed for WAB status first, then of course there's the important routes, and finally the "filler" routes.
"Filler" because there's no urgency to get it to WAB status, but since the infrastructure and buses are already there, why not just make that into WAB status and the overall % of WAB services by the co. would have "filled" up by a certain percent.
Of course, this is my view of how i see the issue, so feel free to voice your thoughts.
and... I remember someone pointing out sbst and kmb sharing info? (about buses, e.g. kmb bought vso, and so did sbst. sbs bought kub, and so followed kmb.) It could be very possible, shown by this as found on sbst's site.
"For safety reason, we seek the understanding of the second passenger in wheelchair to wait for the next WAB if there is only one wheelchair lot available. This is in line with what is practiced in many countries such as Metroline, Westbus, KMB."
Metroline and Westbus are subsidiaries of CDG in UK and Australia respectively.
Of course, they could just do some survey and reference KMB. But i still find it not as likely.
