Your 2 issues here is interesting. The first one indeed is a money saving tactic that i do use at times, i.e travel up to 8 fare stage worth $1.11 at $0.88 using a 4+4 fare stage transfer. Ya, eliminate transfer rebate and use a x+y km mode would mean rise in fare, like assume cumulatively and of cos the subsequent band of fare payable.
I really wonder about the 2nd case though, actually 101, 112, 163 esp are using moderated fare stage to keep their fares at 69c since they are evolved from "feeder" bus, bearing in mind that they replace 328, 322/327 and 371 respectively, thus this course of action. If a law by law distance fare imposed, it means that fernvale pple going to compass point in 163 will spend $0.80 at least, which is a little "unfriendly and outcaste" for those residents who live in the further, external boundaries of the estate.

Is the fare going to be taken as 20km of NEL rate?

yes. or read it as 20km of basic DBTF + 25¢ premium if NEL portion exceeds 7.2km.

this will beat the record for sv852, SBF $1.50, DBTF $1.75, a hike of 25¢.
