Service 184 is usually catered for passengers going to Bt Panjang after trasnferring from MRT at Clementi and also the students of Ngee Ann Poly. Svc 971 can only loop at Hougang South but cannot terminate at Hougang South. I do think it is hard to get buses going to Upp Bt Timah to AMK/Hougang via Bt Panjang.
In addition, this bus can travel on the route of service 132 to increase competition. People always complain that the frequency of service 132 is really long.
