Tibs 989 is introduced mainly to serve the residents of CCK and Bt Batok going to the airport. But now since the MRT goes to the airport, I don't think Svc 989 need to go to the airport anymore. (Like SBST 506 which is shortened from the airport to Bedok). I think the most it can go to is Jln Toa Payoh, then amended to other places, since the demand after Jln Toa Payoh and along Jln Kolam Ayer is low. Another service which may be affected is 858. You mentioned extending 172 to cover part of 171 route, That is quite good, provided they don't use DAF buses or it will be eternity before it reaches Bt. PAnjang.
I don't think 186 will be altered. Reason: The present route is sufficiently circuitous enough, and I already pity those driver behind the wheels of the Non AC Leylands

960 serves the Bugis to Woodlands area. 961 serves the Bt Merah-Bt Timah-Woodlands portion, but is too long. I do think it is hard to get buses going to Upp Bt Timah to AMK/Hougang via Bt Panjang.
In addition, this bus can travel on the route of service 132 to increase competition. People always complain that the frequency of service 132 is really long.
Sorry, but I don't get what you mean by amending service 858. Do you mean shortening it to end at Pasir Ris instead, or to Changi and then back to Pasir Ris. If you mean the first one, I can assure you that both SATS, CAAS, TIBS, PTC would not allow that to happen.
