They could mean the 7 WL OCs (SMB128B - SMB134H), Citaro and Yutong.
27 and 53 cannot get DDs & 858 cannot get bendy is because of the height limit restriction in Changi Airport (for DDs) and the turning constraints when entering the Changi Airport PTB bus stops (for bendy).
I think the Sunday Times report gets flawed at times.,. The 9 new buses from SMRT might be referring to the 7 OCs to WLDEP, a Yutong bus and a Citaro bus. Sometimes it may lead to confusion that some of them thought that SMRT had bought 9 new bendys when its actually not a true statement

perhaps 150 new double-decks might oso help in 0405/mk3 retirement

911 really did the job. Today there is 5 bendy on service. But for 960...not really as 1 bus took me about half an hour...

I think really only Yutong & Citaro can count.
SMRT back then announced they further ordering 66 buses (OC). Now say got 9 new buses.
Sometimes my fear is playing w/ figures.
