i think the article meant to say its up to the operators to decide when is 'peak of peak' and if necessary, then DD will be deployed during the short work trips. It might still be true that certain sectors of say for example svc 27 or 53 where it does not go to the height restricted airport basement, gets DD deployed. Couple of months back, 1 SBST customer svc person ever said their strategy is that they will monitor the demand patterns of the service, deploy bigger capacity buses only during that peak hour and the particular sector of the svc that sees high demand. I sure hope they will do something on svc 131 and 145 that are always packed from Vivocity onwards towards Henderson, even way after 9pm...
Try to take 169 during PM peak from WRI to Yishun, you should see the crowdness of whole stretch of ADM Ave East. It is a failure to deploy the rigids though, as ended up people waiting for the next bus (whole stretch of ADM Ave East there) since people from RP and bus stop near WDL Ave 9 had boarded it.
For service 163's side, an additional service 163M trip had been added in feb this year during noon peak hours. The runtime between Sengkang to Toa Payoh and return journey was also reduced in mar this year so as to improve frequency. This time round no changes were made.
I think this is what the news reporters mean...

NEL got 120 trips more. NSL and EWL didnt even get 1 more extra trip. LOL...

Most of the 120 trips fall during the off peak period. That's the key difference.
I believe both NEL and NSL/EWL are running close to 95% infrastructural capacity during the morning peak-of-peak periods. How to add trip?

NSL/EWL yes I believe they are pretty much at capacity with their number of trains and infrastructural limitations. EB trains at JUR always end up waiting for the train in front to clear the station. 2 mins frequency also lambat.
believe NEL still has the capacity to improve its frequencies at about 2.5 minutes and its based on newer signalling.

the problem with NEL is not enough trains to even reach 2.5 minutes in the first place....

While some got schedule adjustment like Sv 100.
Schedule adjustment: 24, 59, 70, 100, 130, 143, 147, 158, 191 (+ 5 trips!), 240, 269 (dunno when)
Fleet reduction: 22, 80, 88, 113
Notice tat off peak freq also got adjusted usually improved.
