  Well, Svc 5 & 17 are also having WEGs on svc. So it does not mean only need to replace those svc with LOs driving it.

  161 and 168 can have B9TLs now if you want. In the past, 161 had B9TL perms.

  Using the result, mod the number with 19, you will get a number from 0 to 18.
