I've checked some old Street Directories, 15km mark was near Cameron Hotel (opp ITE Simei).. 15.5km seems near Somapah Terminal. Probably a temporary roadside terminal before being transferred to Somapah.

If I'm not wrong, svc 207 was introduced to Upp Changi Rd 13.3km when Upp Changi Rd 13.3km terminal was shifted to the 15.5km point somewhere in 1981-82, due to amendment of svc 11,14,155 etc.
I guessed the starting point is from the City, (as mentioned by sbst275).....Changi Rd, Upper Changi Rd (old).

M was for MRT feeder. It's all to do w/ changes to the concept of bus routing aft the MRT commences.
