Let AM control where? If it is AM interchange would SBST allow? I don't think they would.
SE can give AM 980 and 167 up give WLDEP 859 and 856 do overnight at SE though, 980 can do OVN at GYDEP and 167 can sleep in AMDEP.

Beware that Some WLDEP MANs will transfer to KJDEP. Or even AMDEP.

I don't think AMDEP will take in MANs. Look at them. They rather have mercz over these kind of things.

AMDEP should get MANs to replace their lances. I am not indicating that OCs shouldn't perm 980 and 853 but given their style I have a feeling it is a stop-gap measure (for 980). Once the MAN comes in, These OCs might run around.
OCs on 853 might stay long due to their history.
