You are only assuming. There are other bus services around the area for their share of commuters. This 860 is just a supplement route on top of the feeder services in Yishun. Other than peak hours and after school hours, the demand will not be very high. Just look at the feeders during off peak. Thus it don't need high capacity buses for the moment. But I agree 6 buses might not be enough, thus adding 2 more MAN buses will be better.
Don't need 6 bendy buses for the route. It will make the situation inside and outside Yishun interchange much worse.
