I think it's only cater for 160 and 170 only. More likely also 950 might be shifted to there only as well.
160 start from jurong east and 950 catchment most from Wri or woodlands centre rd..Unless Kranji or Woodlands side keesiao introduced a new crossborder svc to Larkin

160 mainly caters to those at Jurong Town Hall Rd, Teck Whye, Sg Kadut for the local leg. It's catchment area somewhat is smaller than 170 (Not abt the distance, but the ending point Bugis is like only bus plying to Bt Timah & Upp Bt Timah).
So in a sense, unless it's Friday, 160's evening trips wun even hit 90% on a overall avg. Unless it's the short WDL CIQ > JB CIQ leg w/ those x-fering from 856, 911, 913.
Even though 170 operates at avg 15 mins per bus to Larkin, it's hardly really filled except during special occasions.
Seriously I dun think anyone would want to introduce more cross border svs alrdy, CW6 from Boon Lay, CW5 from Newton dun think it's even making money though they benefit from cheaper diesel.
I think may be the same case for TS1 & AC7. The off peak loading is miserable.

two reasons - one is loading, two is scheduling. You should see the loads in the 0630-0800h period for 190 at Whitley Rd or Bt Panjang Blk 270.

190A does serves it's purpose. I always see full house 190s, 190A, 700 every morning esp the last stop of Bukit Panjang.
