how would they know that it will be popular before it even starts?

They will have to make it popular. DD fleet, good frequency, express route to CBD. Over time people will switch to the route if they find that it doesn't take too much more time than MRT (10-15 mins is okay) and the experience is good.
If I live in Tampines and have to stand all the way to CBD, I would not take a bus. I will stop using the service. If the experience for me is bad, I will not switch to bus - so very important to deploy DDs from day 1 to make sure people have a good experience and are willing to shift.
Marketing experience talking ;)
i want to ask

New bus service between Jurong West & CBD to launch in 2013
http://www.channelnewsasia.com/stories/singaporelocalnews/view/1238585/1/.html
Spotted 1 new BSEP Wright in BNDEP today. Parked at the row nearest to PIE.
On another note, Sv 19 seems to have 2 Wright slots for Weekdays now. For the past week, 3015P was on its usual timing, but 3167J somehow appeared on-off on many days with 3015P, i.e. 2 Wrights on sv 19 on the same day. It's on Sv 19 today as well.

They will most likely receive them when the Volvo Olympians are de-registering.

Don't think they will put double deckers on new service on the first day if SBST can't determine the popularity of the service at first. Not at least in SBS/SBST history.
Many new Bishan trunk services started with only single deckers, 52,57,58,59. There goes with 43,45,109,119 for Northeast services. Even back to the 1990s when SBS introduced services like 88, it started off with NAC Scania N113CRBs before upgrading to air con Volvo B10Ms and then to double deckers within months when the service proved popular.
However there are a few exceptions, like service 86 in 1977 and service 87 when SBS9888Y was used.
SBS3327P on service 50

9 DDs introduced on svc 50 on very first day of operation.
svc 50 loading from Bishan to Punggol East
Bus# 3320H, Time: 5.45pm. End time: 6.55pm
Bishan Stn (08), AMK Ave 8 (06), Jubilee (26), ITE (33), Seagate (39), Seletar Heights (29), Fernvale (25), Anchorvale (27), Compass Point (18), Sengkang East Dr (06).
Peak loading was at YCK Road (39pax). I am not sure if the loading at Jubilee would have been higher if there wasn't a 159 ahead.
This was just 2nd day of operation. At Fernvale, many passengers looked at bus with surprise but did not take it, rather waited for 163/163M. I am sure that the loading between Jubilee and Sengkang will go to 50-60 pax in a month's time. It is a very well designed route with minimum parallel option and most people who took the bus were long haul passengers.
can remove 163m

Finally more Wrights are registered. Expect the remaining 6 from Batch 2B and other Wrights purchased without prior notice to be registered by March 2013 before Batch 3 comes in.

Didn't SBS say that batch 3 will be ready for registeration for January?
Think it's because of bsep and govt push for Dds.If pto usually they will start with full fleet Sds first

These 5 buses are currently in AMDEP. But I won't know whether they will be transfer out later on or not. As 3190 also spotted in AMDEP when registered but was send to bbdep instead.
