Its because of their feeder and intratown service that are full of O405Gs and SMRT only buy 40 units of A24s.
I think SBS will just all systems go WAB in March 2016. whether any condition doesn't matter. Just take it as it is for PIW.

The problem is that although a SBS bus service may be WAB, not all trips may be WAB. This is a loop hole of SBS. It probably declares a bus service as WAB the moment the number of WAB buses in its fleet meets a certain number.
I believe if TIBS does the same as SBS, most of its bus services would have been WAB by now.

It is not the "systems" go, it is the "routes". - 8, 23, 37, 81, 84, 160, 170, 191, 193, 262, 401, 408 - aiyah, just let all routes be WAB by March.
Service 8 and 81 - PIWs should start from the next stop, Tampines Regional Library.
Service 23 - PIWs should start from the next stop, Tampines Stadium.
Service 37 - ok.
Service 84 - ok.
Service 160 & 170 - ok.
Service 191 - ok.
Service 193 - ok.
Service 262 - ok.
Service 401 - ok.
Service 408 - ok.
All bus services in Singapore will become WAB by 2020.

They have to get rid of all the Hispano Habit, Citaro and Volgren bendies first. They will be able to buy Enviro500 City version.
SBS had more than enough buses to replace them, even when MAN A95 does not replace it.

The end on berth services for Tampines might have to wait for at most another 2 years for the interchange to be reconfigured for WAB after completion of the DTL exit outside Tampines Int

SBS Transit will be full WAB by April 2017 as far as I noticed.
There will be a mid-life refurbishment to Woodlands Checkpoint as well, thus upgrading to allow wheelchair users and persons with special needs to scan their passports, and lift lobbies. Looks like 160 & 170 will be WAB. 170 needs to upgrade Larkin Terminal.

SBST has no problem with WAB,In fact more than 90% of their fleets is WAB.SMRT is the one got problem with their feeders and Intratowns..

SMRT already got problem with feeders and intratowns - the Woodlands one (900, 903, 912, 913).
If SMRT needs 89 double deckers as Scania Citywide or ADL, then it will be deployed to all Woodlands routes.

Either of the (carnival) concept buses can be deployed to those feeder services..
