What? Force TIBS to divert its route away, or put in another parallel route due to "high demand"?
I think that SBST really got no choice but to let TIBS continue to operate in their area of control, as some of the routes like Commonwealth Dr are too narrow to accomodate, like a Bendy with a DD. The route may not be too profitable, and perhaps it is useless to divert away from a route that is more profitable. Afterall, it is all a give and take situation, and plus the PTC, this would then create some kind of competition with some kind of advantage to one party. PTC also gave SBST some leeway such as allowing them into a TIBS controlled area like Woodlands and allowing 161 and 168 to run, though TIBS must be damn furious.
