But practically, it is not different. Both serve same areas, just different numbers.
Basically 246, 249, 251, 252, 254, 255 and 257 are considered as trunk services as they follows trunk services fare structure with no 3.2km distance caps unlike feeder buses.
However in the past they are like feeder services charging passengers flat fare which were higher than most residential feeder services and at before the implementation of DBTF they have their unique fare structures in which their highest fare is like 12.5 fare stages and above unlike other trunk services (including 182, 192 and 193) in which their highest fare is like 23.5 fare stage and above.
And furthermore, unlike last time where only 246 serves residential area while others only serves within the industrial area , services like 254, 255 and 257 now also serves part of Jurong West residential estate although their main cater is in Jurong Industrial area.

Buy landed property usually rich enough to have car de. It's more for those without driving license like children and teens, some housewives as well as the old folks.

First, is from Loyang Ave (Opp Blk 149A) to Chai Chee Lane. Which is faster? (Probably taking during peak hour)
-Take 9 to Bedok Stadium, change to 222
-Take 21/59 to Tampines SAFRA, change to 28/67 to Blk 27, change to 222
Second, is from Temasek Poly to Chai Chee Lane. Which is faster?
-Take 23 to Bedok North Rd and walk
-Take 8 to Bedok Reservoir and walk
-Take 69 to Bedok Int and change to 222
Will appreciate it if you can reply ASAP.

Take 23 to Bedok North Road and change 60 or 87 for 1 stop, then walk?

Here is my opinion... Take 9 to Bedok stadium and change to 222. One change is better than doing 2 changes and will bring you to your destination faster (if you consider waiting times).

Regarding your second question, the walk from all three options will be far... You can take 8/23 to Bedok Reservoir Rd/Bedok North road and change to Sv 60/87. Alight one stop before interchange and can walk to Chai Chee.
other option could be take Sv 69 to interchange and change to Sv 229 instead.

i did consider that, but the place in question is this area opposite East Coast Primary.
