Why is there such a rule that there's no standing on Premium Bus Svc?(When it's using normal PT buses?)

Thanks to the premium bus svc's rigid no standing rule, problems have already arised. Happened on Premium Svc 564. This morning Wednesday 15 April 2015, at 08:10am, this incident happened on SBS Transit Premium Bus 564. It only runs 1 trip per day and usually uses an old bus which has 46 seats. However, today a newer 30 seater bus was used and it caused great unhappiness with passengers as the bus driver refused to leave while people were standing up.
He said it was an LTA restriction that standing is not allowed on Premium Buses. Some passengers eventually alighted in frustration and hitched a cab ride instead.

Erm actually that I know(about the exsistence of the rule) but I just wonder why..
Most premium buses uses normal standard city buses, not coach or minibuses(from SMRT).
What happen to BNDEP deployment?
What is the last rego for SMRT's MAN A22 & E500 both SMRT and BSEP ones?

From what i usually observed,SMRT BCs are more flexible on the ruling,Ever saw 599 with 2-3 standees and BC got no problem with it and just move on..SBST ones law by law even its mean go media.Like fare evading/insufficient cases where most SBST been harrass or punched for questioning passengers..I mean Cmon la some people go for job interview with less cash or ezlink value,Just for a few cents wont hurt to let 1 pax onboard right?What bout those pax paying $1.50 for $1.30 fare?Did the pax make noise?
