Laying up of buses (those that were coming to the stage of retirement without any accidents) happen when the road tax of that bus expired and wasn't renewed (provided that the road tax expiry date wasn't on the date of de-registration).
As for buses that gotten into incidents (like road accidents, burnt, etc.) I don't know much about that. There are some procedures like insurance sector that must be done before it was officially laid-up.

your understanding of Lay up is wrong.. and you did not understand what i mention few months back... it does not concern the expiry of road tax.
in SBST/SMRT term, lay up mean keeping the buses off the road (and pull out from revenue service), either because, the buses lifespan is reaching soon, or the buses have accidents or some other major maintainance issues which results in the buses unable to be deployed at all.
by laying up the buses, they will save on the road tax paid (although not that much).. that why not all buses which have accidents or reaching lifespan are lay up as application need to be done at LTA for this lay up procedure..
so right now, a lot of LO3x are reaching their end of lifespan (few months left).. and with new buses coming (and space issue), SBST start to "unofficially" lay up these LO3x... i.e pulling them off revenue service and park inside depot lay up corner and sending them to scarp yard as well. As SBST did not officially apply for lay up, therefore, we tend to give these buses "awaiting lay up/degistration status"... (i.e not on revenue service any more). Onemotoring will still show that the buses road tax are paid till end of lifespan because SBST did not apply for official lay up status at all.
So basically for these cases, it will be based on observations instead of relaying on onemotoring.

I suspect SBS2703T is also under unofficial lay-up/awaiting deregistration...
NEVER seen it on the roads ever since June Holi. Even pics of HGDEP doesn't have SBS2703T. Only SBS2713P...
