Yes indeed it is clear 169 is full WL control to me. At least TIB749G, TIB813D, TIB575R and TIB615J are on 169 and have been transferred to WLDEP and they are in between random WLDEP blocks.
Also, 171 has ceased ONP at SE Int.

Actually Wldep to Ang Mo Kio Int also not that far so it's not an issue..
If the bendies goes to Wldep so be it cause they got space to park thus can cease ONP at Sembawang.

what kind of logic is this? after the transfer of bendies, they are still been deployed on Sv169... so what shortage of buses you are referring to?
to user SBS3107H in sgwiki, SMB3029J belong to AMDEP.. not sure why u have edited it to be under WLDEP 169 last week.
this bus (SMB3029J) did not transfer over to WLDEP yesterday as well. This morning still parking inside AMDEP..

Check bus in front and bus behind 172Y. From observation AM slot behind and in front of the bus is always a citaro whereas WL slot is MANs or other WL regos
