BSEP can do normal slots. But don't you find it strange if a BSEP comes in as a perm and replace another non-bsep bus. Plus this slot was suddenly kicked in between 6313 and 3174

I don't know if you agree but during peak times a Citaro can be slower than a DD and can cause massive delays. At major bus stops, when pax cannot enter as the bus is full, the BC has to first ask pax to move to the rear, then ask pax to stand back. After the peak loading area is gone, the DD behind becomes redundant with very few pax on board.
119 and 50 is because of WP in the area that why PAP or LTA under pressure to make the people live in the north east happy and to gain vote hopfully. maybe next if you live in the south west area or north west not happy with bus service then vote for SDP or RP

Actually from what you said, somewhat agree but Svc168 having a BSEP Citaro is still alright. Compare to the past and current, the bus now departed Woodlands Int(during peak hours) with only a few standee(plus fully seated). As for the back bus, the load is still not full(not much standee also).

SBW doesnt need feeder. 859 covers 75% of SBW town already. 882,856,962,167,980 all covers all the parts of SBW already. All major road in SBW is filled with a svc. SBW need a trunk to the West.

You sure they're looping before going out? SE is their looping point for most of them and the place they're serving exception for some service like 167, 980. Obviously this 2 has to pick up pax before going to their respective destination. Or else how do they get to places like novena where there's a direct bus from SE - Novena. They wouldn't wanna squeeze in trains during the peak hours. Plus 167, 980 offers a direct link from SE-Upp Thomson Rd

Maybe the area you live near Marine Parade, it is not full. 31 has heavy loading between Toa Payoh Int and Lor 1 Geylang. You may want to go to Toa Payoh Int both in morning and evening peak to see the queues. Again, the loading is extremely high from Bedok to Tampines.
Most services are not packed at Marine Parade area because there are way too many bus services in parallel due to lack of MRT. You will not see 15, 43, 55, 76, 135, 31, 196, 197, 13, 155, 966 packed 90% of times on Marine Parade road. But they do have heavy loading on other sectors of the route.
All in all, adding BSEP on 31 is not 'ridiculous'.
