Probably due to loading difference.
Though simply splitting 171 at Bt Panjang wouldn't do much good other than forcing one/both services to loop, which would reduce reliability. Best would be to amend the entire system of 171, 190, 700, 960, 972 to get the most optimized results (this has already been quite extensively discussed).

Reliability and frequencies issue..A new service can cover the portion from MCT and loop at Petir Rd.
New svc need to cover 171's route all the way to Bt Panjang? I think can be Marina Centre - Botanic Gardens (loop) to cover Scotts Rd - Bt Timah Rd, beyond that many svcs parallel to Bt Panjang.
Alternative would be to just amend 190 or 972 to go by Scotts Rd, but both svcs already v high loading.

Best be just amend 700 to start from Jurong East or Bt Batok, then continue on via PIE towards Shenton Way. This preserves 171's Dunearn -- Orchard link, while also providing a new express link between Stevens & JE / BB. 171 will then be cut short at Beauty World, and (possibly) merged with 41 to Jurong East.
The skipped sector along Petir Rd can then be covered by a new service.
Btw I'm surprised that we ended up having this discussion in this thread.
That almost half of svc 3,66,143 & 136 end at Tampines,Bedok,Toa Payoh & Ang Mo Kio respectively..
