The light at the end of the tunnel is that SMRT is finally investing in DDs, so we should be able to see good service upgrades once this is rolled out. Yes but until then SMRT operations is cui cui.

I think you are too optimistic.
Fiscal year 2013 hasnt even passed, do you think SMRT will make a specific commitment at this point for 2014?
Did your LTA friend inform you how many DDs are coming, if at all?
