If I'm not wrong, SMB270Y is [WL SP/960], just like TIB525K [WL TRG/960/SP] last time, it'll appear on 960 replacing one of the respective rigid perm that isn't on 960...
SMB270Y was perm 960 long ago, which might be the reason why after it was known to be SP for now, the deployer will prefer to make it easy for it to be back on 960 to cover for a number of days/weeks... I would think it's WL SP/960...

If like that then 1098U can also be perm 960 since i saw it everyday also on 960. Idk if it is fleet add or a frequent cameo replacing bendies.

Not counted. That bus has a fixed duty to begin with and it won't replace any bus at will.
960's fleet do not change as much as other services do. It is considered a stable service in terms of perm buses and will try to stay fixed most of the time unless they have to.
Just like 75 they lost TIB733B 18 months back to AMDEP but when it came back to WLDEP it went back to 75 almost immediately as a split.
