Casual observations at Joo Koon Int, Monday 14 Dec 2015, 1806-1853 hrs
(The list is incomplete - many services are omitted, even if timings are precise. It may also not be very accurate, as I was walking about during some of the observations. All buses involved are DDs unless specified.)

AJQ - I am impressed. You go one step forward than me and also document timing at every bus stop :)
From what AJQ has posted, seems like:
253 has decent loading (DDs okay)
256 has poor loading (really poor), the service already seemed poorly planned
255/257 - not surprised to see good uni-directional loading
99/258 - quite decent loading (can expect to increase over time?)
182 - surprised to see bi-directional high loading. also 182 has kept its 12 buses inspite of route getting cut off.

I won't judge too quickly for 256 - after all, it was only a small time frame for which I made a loading observation (1711-1731) and boarding observation (1819) on. The service might easily have better loading during AM peak, or at a later duration at night, such as after 7pm. I did not observe much for 256 when I was at Joo Koon - my attention was mostly on the other services.
Currently 256 is just the semi-industrial section carved from the old 257, and is the only service along the stretch of Jln Ahmad Ibrahim, but it is well covered by other services along all other roads.
Based on current observations, 256 definitely has potential to divert into Kian Teck, and/or extend to Tuas via Pasir Laba, to relieve some load from 182/192/193. Will continue to check loadings at different timings.

Hi mr busanalyser, yes technically possible. Problem is sbs 324 was introduced few months ahead of sbs 102. So if withdraw sbs 324 now, it is not going to be easy to placate the residents who will definitely protest. Expectations have already been risen and people always want more bus services as it signifies more convenience. If sbs 102 is introduced earlier than sbs 324, this problem will not have arisen. One problem with the merge that I realise now is that you cannot ply either Upp Serangoon Cres or Upp Serangoon View (or both) in both directions. So it's impossible to let 102 ply Upp Serangoon Cres in both directions, and they will end up with a unidirectional service only.

True. Just a case of poor planning. When 324 was introduced, before that only I had proposed for 116 extension to loop at Jalan Kayu via 102 route. 102 should have just been introduced then.
If you see the flats at Crescent are walking distance to Upp Serangoon Rd. For View, there really are no flats there at the moment. The stop where flats are is where 62, 102, 136 call.
But I know, now that 324 is launched, it will be difficult to pull it back. Currently both 324 and 102 are doing just about 15-25 pax between Hougang and Upper Serangoon. Even a merged service will get not more than 50 pax and Citaro will be fine.
Really no need for DDs on 102. Another case of 119, just that 119 is a lost case where I feel it will never need DDs, while 102 might need in few months after extension to east camp and higher occupancy along SGK West town.

Today I went to Joo Koon mainly to snap photos, but I tried to take note of the loading as well.

99 SD (1819) - 50~60 (10 pax in queue chose not to board)

General comments at/around Joo Koon Int:
- Peak hour for JIS comes mainly between 5.30pm and 6pm. At 6.05pm the loading already drops quite a lot.
- Most services are doing well in terms of loading, albeit most of them are unidirectional. 256 is the only problem.
- The bus stops along Benoi Rd is mainly for 192/193 pax from Tuas to alight and walk to Joo Koon MRT. For every bus at least 75% pax will alight here. Nobody really transfers to 192/193 towards Boon Lay (so we know 192's purpose is not to connect Jurong West St 63 to Joo Koon like what some people suggested, nor is it to provide a quick connection between Pioneer MRT and Tuas).
Other services terminating at Joo Koon do have around 10 pax alighting at Benoi Rd, but not to transfer to other services.
- 182 still has good loading to Tuas South during PM. Guess there are dorms there as most pax are foreign workers.

- I purposely chose this time because I thought some people would go shopping at Jurong East before taking 49 back to Taman Jurong. But I was wrong.
- Obviously taking 49 from Jurong East to Taman Jurong is slower than taking 49/98 etc from Lakeside, so the extended sector is not very helpful for Taman Jurong residents during weekdays
So after array and AJQ... I also went to Joo Koon to survey.
Timing: 5pm to 6.30pm
Alighting bay (5-530pm)
99 - observed 5 buses in 30 minutes (4 DDs, 1 SD) each with 03-05 people alighting only!
182M - observed 6 buses in 30 mins, each got 80+ pax (even though interval of arrival was quick)
253 - observed 3 buses, each got 60-70 pax
254 - observed 5 buses, there was bunching, but loading was bet 40-90 pax
255 - observed 4 buses, each got 50-90 pax approx.
256 - observed 3 buses, each had 4-10 pax alighting (4, 10, 8) to be precise
257 - observed 5 buses, some had 100+ pax, some around 40 pax because of bunching.
258 - observed 2 buses only, each got 18 and 14 pax (more than sv 99)
Overall assessment is that all original services that are moved to Joo Koon are doing excellent (182/M, 254, 255, 257).
253 is the new route connecting to Joo Koon for Benoi Sector/Benoi Road. Good loading on every bus at 10 min frequency. DDs justified.
99 alighting was more poor than I expected. Departure observations was 15-30 pax but I do realize it may not be the PM peak yet as peak would be from 6pm onwards.
258 alighting was also not great, while loading higher than sv 99. 2 buses I observed each got 37 and 33 pax.
256 OMG!!! Loading is horrible. Departure is 2-5 pax. Alighting is 4-10 pax. Much lower than expected and observed by others.
So I decided to take 256 at 6pm.

256 can be eliminated. 258 can be routed via Jalan Ahmed Ibrahim as you have 192 doing Joo Koon to Pioneer. OR atleast make 256 full fleet SD or extend or divert to Kian Teck.
But overall good job done on Joo Koon rehaul. Except 256 most services doing well. I feel 99/258 will pick up eventually.
192/193 also doing quite well.

To my surprise, there were already two young people taking loading observations - a guy at the 254-256 berths, and a girl at the 253/257/258 berths. Both were carrying mechanic counters and a clipboard with some elaborate recording tables.
I briefly talked to the girl after a while - she was wearing a black NTU T-shirt - that they were obviously in some project together. To avoid redundancy, I offered to alternate between the 99/182 boarding berth as well as the alighting berths. The two left at around 0905. I have yet to receive feedback from them, so the following are just my recordings:
