An alternative solution would be to extend 173 to Clementi Ave 1. Though this may be counter-productive, given 173's current fleet and frequency.
The best thing is to convert several SD slots to DD..
Spotted 2 Sv170 Citaro within Kranji area...both seems to be rather empty towards Queen St. Maybe SBST should just run them during peak hours?
For 189, the # of high capacity buses is lesser than it deserves. I think frequency is okay but SDs cannot tank the load. Good fleet would be just the opposite of what we have today. 8 DDs, 5 SDs.
Moreover 189 has DD worthy loading in both directions albeit not entire route.

43 is becoming an issue at both ends. Even at Paya Lebar side. I think it is still okay between Serangoon and Buangkok Green due to 43M. It is classic that when SDs are deployed and the bus gets full, the SD moves very slowly as pax alight and pax have to board at every stop. With this the DD at the back catches up.
But I think students are not really stranded if there is a DD right behind. It is okay to wait for the next bus. To your point, if this is a regular case, SBS should adjust to have the DD on 6500K slot and vice-versa. It irritates me to hell when the SD in front gets 70pax bursting, and the DD comes right behind with 40-50 pax, when it should be the other way around.
I spotted this on sv 25/87 also. So wrong to have SDs on these services, because they cannot tank the load. SDs on these services travel slower than DDs and usually DDs catch up with SD in front not able to take in all pax.
My proposal:
43M -> 6 SDs (downgrade 3 DDs -> 3 SDs)
43 -> 14 DDs, 7 SDs (upgrade 4 SDs -> 4 DDs)
* 43M DDs many times bunch with 70 & 43 at NEX and go empty all the way back to Punggol. Likewise in AM towards NEX. SDs can help better in this sector as frequency on YCK road sector between 43/43M/70 is a bus every 03 minutes equal to the best feeders in some towns (that too with HC buses)
* 43 SDs cannot tank the load as there are people from YCK road who want to go to Parkway or Paya Lebar and cannot board because of huge number of pax alighting at NEX
* 43 SDs are not able to tank load from Paya Lebar towards Marine Parade/Bayshore as well
* This way the DDs can be used better throughout 43 route.

Then, the whole 43M fleet should cross over to 34 during peak hours. 43M will be full DD during peak hours only, and 34 will need no split shift buses.

Service 43M single-decker buses cross over to service 34 during peak hours and split-shift double-decker buses replace the 43M single-deckers. There can also be one E shift double-decker.

Excellent loading... Later can even consider introducing SWT 118A/B between TPE bus stop and ITE (CGBP).

I would think that 170A is just SBS' way of ensuring they have backup buses in case of DTL breakdown considering that they don't have an interchange nearby that can dispatch buses in short notice. Having said that, it also allows SBS to put in more buses on 170X.

Hence, it is important that for new services, we should at least give 2-3 months if not more, before commenting.
I comment on sv 119/102 because even after +3 months of introduction, the loading has not reached a DD worthy loading. 119 is gone case with 3 years, yet loading remains <50 pax.
85 loading remains in 50-60 pax peak but I am still okay as it is more of long distance route.
