Furthermore, many of the existing systems would transition to Trapeze ITS when it is ready. Incumbents have to relearn the new system as well, so the footing is a little more equal at the initial stage. A few PPSS and CityDirect operators would have a rough idea of what they can expect from LTA and what to provide for LTA.
There are some remaining components which prospective operators are on their own, and hopefully LTA will base these components to judge the quality of their bids.

SBSTransit is currently using Hastus for their transit management solution from my understanding. Not too sure about SMRT.
I do however hope that LTA leaves enough room for operators to come up with innovative solutions for other systems, e.g. passenger information systems, travel time advisory, mobile tv, onboard wifi, etc. This at least allows for some differenciation to show interested each company are in this business.

My last recollection was that SMRT Buses uses Hastus as well.
A case study from ACTION of Canberra utilising a Trapeze ITS solution suggests that many of your suggestion components should be fixed, including PIS and travel time advisory. Another similar case study would be the iBus in London, even if the fleet was owned by the operator.

actually, why don't LTA invest in a production line (factory) to manufacture buses and associated equipments (eg. EZ-link card reader) for our own public bus transport system? this can ensure quality.
alternatively, LTA can procure buses (and associated equipments) from our neighbours like Malaysia, Indonesia, Philippines, Brunei, etc. Nearer to us could mean cheaper delivery, leading to lower costs, yet quality assured.
besides, it can also froster bi-lateral relationships, since we give them business. :)

- Customer service handled by winning operator (this is bad, as explained in the next post).
