Incumbent operators under NSP's proposal would gain an advantage, as they already have operating assets on the ground unless LTA requires new vehicles to operate under the contract.
The concerns raised by NSP at section 9 however are valid. They need to be considered carefully.
NSP proposes a model that is closer to London then Perth (which is the government's model). Those who wish to have a variety of different bus models on the roads might want to consider supporting NSP. ;)
WP goes completely in the opposite direction, supporting a full nationalization.

Whereas most other cities adopting the contracting model get most of their savings out of reducing labour costs (i.e. wages), Singapore might have an opposite effect. Wages of bus drivers have been suppressed for a long, long time. Prospective operators should keep that in mind when planning their bids.
I think many will recall the effect on prices when cable operators began to bid for the World Cup coverage competitively.

Definitely. We need more people who actually understand the situation on the ground, not those who merely read numbers and data.
Any management worth its salt would regularly walk the ground even after rank-and-file members are promoted. This is what Tony Fernandes has to say on this matter:

politics aside, i find it hard to agree with the NSP's stand on the basis of this statement: "Bus services may also duplicate MRT routes to provide indirect competition to MRT services, and to meet demand in excess of MRT capacity."
i'll distill my argument to a single term: 'costs'. although the proposal is seemingly legitimate, bus and train operations are often a left-right hand issue for the local PTOs. the current approach taken by LTA, it seems, would be to substitute trunk routes with train lines. on a per passenger:cost basis, the profitability of the train lines strongly suggest the unprofitability of running bus routes which duplicate the train routes. on a similar line of argument, why spend an hour to get home when half an hour (in cattle class) would actually suffice? ;)

i like the idea of "promotion from within" as it entails that management will have (some) ground knowledge when making tactical/strategic decisions. it is definitely ideal when management, faced with external pressures, should exercise prudence along with intricate management and technical acumen.
all that said, senior mangement should not lose its strategic vision for corporate culture can stifle the development of long term mission-vision goals.
I feel that all companies participating in the tendering should sign an agreement that the incumbent should not raise non-management salaries beyond the annualised rate of maximum transport fare increase allowed in the applicable FY's between the awarding of tender and the start of the contract period.

Please no chinese operator. Give to local company or Go-Ahead Group. The French are totally unreliable. If you see bus operations there, there is a strike once every month. Don't have much info on Australia.
