But either way, I can imagine how chaotic the SMRT Buses management is now with losing Bulim depot which they thought they had firmly in control..
It will take over all low-floor buses only, those certified WAB.
Smrt can forget the MAN DD order liao and focuss on collabarating with OMGTEL

So that means..all the low-entry (eg B10BLEs) and WABs currently controlled by SBST & SMRT in those region will go over with a new livery? Or am I missing something from your post & the LTA article?

Tower Transist will have sbst wright, citaros, scania and smrt man, alexadra enviro DD and citaro?

If it's low-floor buses as mentioned by user Timothy Mok, I think that includes B10BLEs as well since Jurong East is included?
Haha will see those lta buy for smrt and sbst buses in lta color like dtl train

Volvo B10BLE buses are WABs in Melbourne, but not WABs in Singapore.

wonder why smrt did not win

Their "GPA" (which in this case is the combined total score for quality and price) in this tender is not the highest, that is why they did not win the tender. #justsaying

Well, many of us guess that the common livery will be plain white with blue and green stripes, with the LTA logo and the logo of the company operating it.
It is exciting to see how the common livery will actually look like!

In my opinion, I do not think this will affect the procurement of buses by SMRT.
Win or Lose, they still have to replace old buses with new buses, and have new buses for service enhancements and new services. #justsaying

Theoretically, yes, they do need the buses to replace their existing ones.
But with Bulim gone, and Bukit Batok gone too, I guess they also won't need as much buses as they had thought previously?

I believe every new bus introduced from year 2006 onwards (ie. WAB buses) that are on permanent deployment with the 26 bus services will be bought over by the LTA for this GCM. Likewise, every new bus that is deployed to only the 26 bus services but not on permanent deployment.
Whereas for the remainder that are non-WAB, I believe they will be exchanged one-for-one with a WAB bus from other bus routes that are not yet designated as Wheelchair Accessible. The exchanged WAB bus will then be bought over by the LTA.
BSEP buses that are procured by the LTA are already owned by the LTA.
BSEP buses that are procured by either the SBS Transit or the SMRT will be bought over by the LTA.
Basically, that is about it. Of course, only in the nutshell.
Saying is easy, but actual implementation is not easy.

It'll be interesting to see a livery change to the new operator's on these buses.

I think LTA would want to have that done as soon as they can before the handover. The last thing they ever want is a repeat of what happened in Melbourne.
Melbourne - Pasting the new operator's logo over the old Ventura livery:
London - Standard London Buses livery without operator's logo during handover period:
the red DD bus is own by comfortdelgro i think. I think SMRT can focus on more on train. and also those buses brought by LTA will be in use. we will see the mix of former smrt man and sbst citaro and volvo wright DD and ADL DD buses this will be interesting. haha at least no kub.

what if SMRT's "GPA" was indeed the highest but other issues had surfaced? #justthinking #justsaying

It was mentioned in the news, that "Tower Transit had the highest combined total score for quality and price."
personally, I am worried about feeder bus services that currently operate at frequencies lower than 6-8 minutes.
For instance, 241, 243, 334 and 285 in Jurong West, Jurong East and Clementi.
Likewise, about trunk bus services that currently operate below the maximum frequency of 15 minutes (during peak hours).
For instance, 179. Apparently, only 179. I cannot seem to find any trunk bus service that operates at frequency below 10 minutes. Well, maybe the other one is 181. but, it's really very few la... so, maybe the best is to introduce new bus services to patch up a bit? :/
whereas for the feeder bus services that may be affected, maybe should also introduce new feeder bus services to patch up.

Yes, but the scoring for the quality aspect is subjective and more variable. The shortlisted tenderers, including SBST and SMRT, would have at least fulfilled the basic svc requirements (under quality aspect), but the fact that SMRT didn't win suggests that the criteria is likely more skewed towards the quality aspect. Anyway, proposals on paper and track records are one thing, but we'll have to wait and see how Tower Transit actually manages the bus svcs.
I believe the buses to be used for the Bulim Package would all come from BSEP buses currently under SBST and SMRT, and would be re-deployed from BSEP svcs and BSEP fleet adds. These are already LTA's assets and can easily be handed to the new operator, while non-BSEP buses would be re-deployed on SBST and SMRT BSEP routes, with ownership transferred to LTA. This fleet standardisation (A22s, Citaros, Wrights, possibly Enviros) would also be easier for the new operator rather than having to deal with older models as well, e.g. the KUBs and OCs.
With regards to the livery, we could have something similar to the DTL trains' livery, with LTA corporate colours and logo, although these are less obvious on the underground MRT line. LTA may also opt for a less direct approach by using Transitlink as a unifying name for public bus svcs.
Buses for other bus packages (including the 9 to be operated by SBST/SMRT for the time being) are likely to get the new livery when their transition comes. This essentially means that SMRT's new livery and corporate colours were a short-lived PR exercise to assert their ownership while they could.

Melbourne - Pasting the new operator's logo over the old Ventura livery:
This is just an interim measure, they have sped up the process for restickering buses into the new PTV livery, its not just Transdev's fleet which has been restickered, but Ventura, CDC and several regional Victorian operators. How else do you want them to present their buses when the takeover (and transition to contract based system) has just occurred. Furthermore, while livery serves as an identifier for buses to the public, the main concern is still the operation of the buses, and it would take a while before relivery is completed.
Admittedly they took slower than expected to resticker their buses to the new livery but there are no more bubble buses in Transdev's fleet with the Ventura blue livery, and most of the fleet has been done.
Expect the same thing to occur for this Jurong East package.
