That's true... i think I have said this before... but they treat 113 as a second hand service...
1. They want to promote Serangoon (CCL/NEL) as nodal point to get to Lor Ah Soo / HG Ave 1 instead of Kovan MRT (NEL). As per SBST/LTA the beefed up capacity on 45 (with 4 additional buses) and 53 (with 5 additional buses) is good to cater to the load than 113 from Kovan. And if you see they have been successful. 113 still has high load between Kovan and HG Ave 1, but the days where ppl were not able to board is gone, as ppl alight at Serangoon and take 45/53 instead.
2. The sector between HG and Kovan has many other options including 82, 107, 62 and hence, ppl dont complain if 113 does not call for 20-25 minutes. Off-peak also frequency is very bad. You might see 113 coming every 30 minutes, but ppl seem to be okay as they have other services.
I feel these are the 2 reasons why sv 113 has been ignored totally.

there are still a huge number of ppl taking 113 but the number has dropped because of 45 and 53.. However some ppl still take 113 because it's hard to board 53 at serangoon stn. Another reason is ppl refuse to take the MRT to kovan because of the long walk from CCL to NEL station. Only solution to beef 113's loading back up agn is to improve the freq or to extend it to Serangoon. Right now 113 can still be full after 7pm onwards. For 53 it's 6pm onwards till 8+

This time is a suggestion. I have not written any emails about 113 to SBS/LTA for a year already. Believe it or not im not the only one complaining in my estate about this bus svc.

I guess, from overseas experience, a simple assumption was made - every passenger will move in and ensure the bus is totally filled up at 100% capacity. If you ever played transport simulation games, you will know what I mean.
To even stand a chance of succeeding, you will need to prove to LTA that the numbers do not reflect the reality of what is happening on the ground.
