Some progress are unnecessary. Some progress comes with a price. Do you want to pay for the price? Are the new buses even come with technology 20 years ago in the first place?
Everything wants to use the best one, the latest one. You think everyone, the public, wants to pay for that?
While some orders are of older designs, they do meet the minimum requirements for the LTA standards. Do you even backdated when these orders are made? An order made in 2013 bound by specified terms, specs, and agreed pricing, can allow you to just change the specs without paying more to keep up the advancing technologies in 2017?
And new don't necessarily mean it's good.

maybe to satisfy those willing to pay high fare and asking for better techologies, maybe LTA should limit the lifespan of buses to 5 years or 8 years? so can keep on buying new buses with new techologies/new doors etc etc...
and why on earth, those VO3x are still on Singapore roads? they are using the 80s design/technology.... must quickly scrap them, or else someone will say they are eyes sores...

It so happens that Chinese buses provide the best life-cycle cost if the expected lifespan is 10 years or less.
