Even with students and office workers, do not expect sardine-standard loading on the Marine Parade - Tanah Merah sector of svc 47.
There are currently quite a number of services which duplicate this svc here. One of which is 31, with an average freq of 7-10 min. Peak freq can reach 4-5 min.
The nature of this route is clear that it merely provides a convenient alternative for students and some residents. In other words, nobody will patiently and specifically wait for this svc. Given how its counterparts could achieve better frequencies I foresee this svc to not really receive a lot of pax at these sectors.
My verdict being this svc at the mentioned sector will, at most, only reach a 1/4 filled DD, or a half-filled SD with some standees.
I hope a svc 47A, running from CBP to Tanah Merah Stn and back during peak, exists. That way 47A can use full fleet DDs while 47 itself can use full fleet SDs coz I seriously dont find the east coast sector justifiable for DDs there.

More than sufficient. By the way do you even go that side? If you do you will know that UEC-Tanah Merah is only 4 stops with mostly landed and private housing. There are no HDBs or huge condos there.

I work there.
Every day, I wait for the bus home at 6+pm at Tanah Merah Stn towards Changi.
You'll be surprised to know, buses heading to UEC receive the most of the sea of passengers, even more than svcs like 12 and 35. At least 60+ pax crowd into every bus that comes. As you have said it's only 4 stops, so DDs essentially become an SD here. Thus at times passengers are stranded for the next bus.
If you do not believe me go check it out the next time. Trust me I'm not lying.
Do you wanna know the freq of 14? Yes, it is at least 9 mins per bus on avg during peak. Without 45, 9 mins is too long! How many people would have accumulated by the time 9 minutes passes?!
Clearly there is a need for svc 45, not only to alleviate the crush loadings back to UEC, but also to allow passengers to wait less for a bus.

i think it's somehow indirectly related to minister khaw talking about teething issues when DTL2 starts operating soon
LTA also mentions (at FB) about increasing the key trunk services between city & housing estates along the DTL, in case DTL got disrupted. so this might be related

I feel that sooner or later 170 will have better loading by fetching people from DTL2 stations to bus stops along Bt Timah Rd / Upp Bt Timah Rd... Just like what svc 2 is doing along EWL's route.
Should have introduce 170A Bt Panjang-Woodlands Checkpoint instead.
And Punggol still doesn't have a direct full day bus to town. (Don't tell me that Punggol residents should just and only rely on the NEL to get to town)

47 will need DDs because I foresee the bus to get 80+ pax bet CBP and Tanah Merah, post which loading will depend on whether other service called or not.
Also those coming in from ITE/Expo/CBP/Xilin etc and live along Marine Parade will prefer 47 over 31.
I foresee sv 31 loading to be hit in a major way bet Marine Parade and Tanah Merah.
In turn 47 will relieve loading on 35 (Xilin), 12 (Bedok South Rd), 31 (Marine Parade rd).
