There's no way you can say 180 has low loading at Bukit Panjang. Just one week ago I was on 180 bendy from Bt Panjang Rd towards Boon Lay during AM peak. Despite it's during ITE holidays, bus already had no seats before the Bt Panjang Rd main stop and at least 30-40 pax boarded. BC already had to tell passengers to move in before hitting Bt Batok Rd.
A lot of pax alighted once reaching Jurong Town Hall Rd. Bus was almost empty once it hits Chinese Garden, although still have 1/3 of seats filled with passengers towards Boon Lay.

I believe the purpose of suggested 991 is more for direct link between Bukit Panjang and Sengkang, and hence duplication with 187 and 171 doesn't really matter. Plus Mandai Rd do not have that much demand itself.
Bukit Panjang to Sengkang may still be faster than MRT (even with DTL2 in place), to some extent. Especially for Sengkang West.

My friend, you should know that if SMRT is deploying full fleet bendy on 180, then it should have super high bendy worthy loading. Otherwise just like it downgrades other services, 180 would also be one of them.

I agree there should be a service from Yew Tee to Sungei Kadut... This morning I saw massive crowds (70-80 pax at least) outside Yew Tee MRT waiting for private buses, and I guess they're heading to Sungei Kadut. Introducing a service will definitely have sufficient demand and ease the crowds.
