70 needs to preserve its link between YCK MRT and YCK road. There are people from Seletar Hills who take 70 to YCK apart from industrial areas on YCK road. For YCK Road - Yishun, once the capacity on 854 is beefed up with more DDs, it should be fine.

Saw an SMRT bendy bus (non-service) plying Corporation Rd towards Boon Lay Way yesterday morning on the MRT. Which inspired this route.

I think besides 2 double deckers on service 854 (BSEP), which helps to enhance the high capacity; additionally there should be 2 more high capacity buses as well, to preserve the link from Yio Chu Kang Road to Yishun.

Ofcourse it just cant be 2 BSEP DDs... 854 gradually needs to get many more DDs and then it will be okay.. There isn't need for a 3rd service if capacity on 854/857 is increased, which in last few months has anyway been on the rise.
Now 857 is operating with >50% DD fleet after AMDEP DD deployment (though dont know if perm yet)... + 854 getting more upgrades... I wonder what the situation was few months back when 857 was SD full fleet and 854 was continuously downgrading bendies to rigids and adding more rigids instead.
So I think situation is def getting better.

The route is quite complicated without serving a clear need.
990 could be extended as per 178 route to Boon Lay from Jurong East and 178 can be shortened to Jurong East instead.
854 definately need to convert another 5 SDs to DDs then slowly can replace the bendy buses.857 Wldep side already deployed 8-9 DDs plus Amdep frequently got 2 DDs cameo almost everyday should be adequate for now.Slowly can upgrade Service 851 then..

Loading on sv 851 has dropped significantly recently. I think people must have got fed up that the service mostly has rigids and they have to stand in bus for long distance.

With Sungei Seletar package coming up in 2017,I am sure SMRT will do something about their service even if its mean small upgrades..You see nowadays even got 2 bendy cameos for svc 171.
