Agreed. Unlikely that 41, 49, 51, 106, 111, 134, 140, 858 (esp. the more well-established routes such as 106, 111) will be renumbered again unless there is a major route change (split, extension, modification). Shouldn't expect a familiar symbol to change needlessly.

The numbering of 41 and 49 was a mistake on LTA's part. They could have used 150 and 152 since there is 154 (AYE/Lakeside) and 157 (JE/JW Ave 1). This could go well with sv 49 route.
Similarly 41 going to Beauty World meets sv 157 there as well.
Would have been better numbering than 41/49.

The problem is if they made 403 feeder they will have to add many buses to make the "feeder" frequency requirement.
Just like 354 got 2 fleet add just to meet the frequency requirement even if loading does not warrant it.

Another issue is, now that most JIS are shortened to Joo Koon, most people will still need to transfer to MRT (at Pioneer) / other services even with your suggested 194.
Even amending 256 to CCK (skipping Jurong West) may be a better and more possible option IMO.

It was in March 2009 where 400, 401 and 403 were declassified. And 402 was never Parks service in the first place.

I simply do not prefer 256 to ply Choa Chu Kang (bearing in mind it is half a JIS). For 194, I feel that it could have plied more places rather than simply the short one in Choa Chu Kang.
