The Sembawang section is unnecessary with 858, and doesn't relieve the 858 load to CGA because it goes on to Pasir Ris. Route is too long as well.
I'd rather re-route the service to Punggol, following 83's route after TPE to Punggol Rd and interchange. Or perhaps Sengkang, in the other direction.

(Or otherwise, an off-peak 981 via Admiralty Link.)

Harbourfront: No idea.
Yio Chu Kang: Probably only one more possible berth. But parking is all full. Possible but improbable expansion of terminal would be the grass field behind.
Changi Airport: As long as new service doesn't have extended layover like 36, should be able to share berth.

HarbourFront: No more end-on berths. But maybe can use 408's berth during weekdays for a new service. Weekends can share with 408 since it's running at low frequencies anyway.
YCK: not sure. Berths are full but not much of an issue, refer to sv 4 and 20 in Tampines

Hmmm, I was thinking moving the Sentosa Cove bus shuttle and the PCG shuttle to the Cruise Centre Coach Bay...
Then should be able to accomodate one more bus there.
As for YCK, like what Molten say, open field can be developed into a bus park...

A slight difference in route would be serving Petir/Jelebu/Bukit Panjang Rd twice and turning into CCK North 5, St 52 and CCK Cres and out from North 7.
So the bus stop can have a queueing system where passengers gg to Yew Tee queue on one side of the bus stop and passengers gg to Boon Lay will queue on the other... Like a small bus terminal kinda of system.
Can give your intake. Maybe windy route... But something that is seems workable

I can understand your service's routing of CCK St 52 for the sake of the 302 bus stops, but that would mean bypassing those living near blocks 700+ as well, and fundamentally 180 and 302, 307 seem to serve different purposes. So perhaps not. (Unless there's a second service coming over from BPJ, in which case one would serve Way / St 52 / 62, and the other Dr / St 54 and North 7 / Cres.)
Queueing system ... not too sure on that, but it sounds like the old CCK Ave 5 bus stops. Are these bus stops long enough to accomodate that? If not, that'd be too chaotic.
Route seems windy, yes ... but 180's the only BPJ route readily available for extension to Yew Tee, equipped with bendys and all. Even though it is an SMRT service starting from an SBST interchange. I believe this routing (Yew Tee - KJE - BPJ MRT) would be in high demand as DTL2 opens.
An alternative would be extending 177, but it would have to be made full-day and run along Hillview Rd during non-peak.
