If the LTA really dislike such extensive detouring, why is 117 routed to pass through Yishun and why is 118 routed to pass through Tampines? While 117 is partially limited by the road structure in Seletar Aerospace Park, 118 could have just used TPE, PIE and Upp Changi Rd East instead for maximum speed and reduced travel time.
Nevertheless, some of the semi-express services listed above, agreeably, do require some level of reorganization and rearrangement to improve their efficiencies and reduce the amount of detouring.
For sv190, one good solution will be to have an Express 190E that plies the same route as sv190, but skips Bukit Panjang totally (using Woodlands Rd > KJE > BKE or Upp Bt Timah Rd > Dairy Farm Rd > BKE). Bukit Panjang is currently also served by sv700/A and sv972, so an additional service between Bukit Panjang and CBD is not necessary.

For sbs 117/118, not only end to end connection is needed, other catchment areas around tampines ave 8/1 needs to be facilitated for sbs 118,

I prefer Svc 117 to Svc 85... Doesn't matter for SBS7557R is he wants to suggest ppl taking Svc 117 to Yishun or Svc 85 to Yishun...

Yes you are right. The route is winding to Fernvale by purpose.
1. Assumption is right turn will open from Compassalve Crescent towards Anchorvale with the new flats opening.
2. Feeder for Anchorvale/Compassalve Crescent.
3. For those at Fenvale take 50/163/102 bus or LRT. Mostly where LRT operates, bus connections to MRT are just back up.
4. The Fernvale loop is to get people to Seletar Mall, worship places along Jalan Kayu, Sengkang Sports Complex, schools and future hospital at Sengkang.
5. It will operate more like 386 on the latter part of route just like 386 connects Punggol Plaza to Edgefield and Edgedale Plains end.
No need la since 150 ridership is so low let it loop at Marine Parade Rd and delete svc 15 from going Joo Chiat Pl and Telok Kurau..15 can save time and cut 2 buses while svc 150 no need to go Marine Terrace and can add 1 or 2 more buses.Pax can transfer along Still Rd..

People from north will have to transfer to sv 15 at Jalan Eunos. Like sv 76, you will have a petition running. Otherwise your suggestion is quite okay. 966 is quite unreliable due to its long route with erratic frequency. A Eunos terminating point wouldn't be too bad.

We can always have a new bus stop at Punggol Ctrl outside Punggol MRT (where the taxi stand is), so those who want to take 117 from Punggol MRT/Int can walk there. In fact, there is already a pair of bus stops built there, just that 43/117/118 do not call at the bus stop.

Bus stop nearer to Taxi stand is always inviting disaster to happen..
84 in the first place should be starting from Sengkang instead of Punggol...386 route is much longer that 84...Wakakaka.Need to amend some place before hitting Punggol Rd End.
