For 1), don't assume that they were for Tower, these buses were already fitted with the new DDU when they came out after nearly half a year in hiding, I suspect they are more to do with the roll out of the new DDU and are used to substitute the perm buses of those services where the new DDUs are being rolled out when these perm buses go in to have their new DDUs fitted. SMRT had a batch of A22s in the 313x to 314x series that were fitted with the new DDUs and these were not transferred to Tower.
That doesn't mean they will or will not go to Go Ahead for sure, though looking at the range of regos, chances are they might.
For 2) Check the press release, its 250. Though now that LTA is in charge of buying buses, things may have changed. We already do not know how many and what kind of buses LTA are buying as they don't seem to be making any press releases regarding bus purchases.

They have to figure out the 50 DM3500 replacements, and lastly the unaccounted number of bus replacements as well - Citaro's.
If it is Volvo B9TL Wrights, generally got to figure out the VO3X Batch 2 replacements, but the Batch 3 needs to be dragged for 9 months instead of 2 years (the 2 years is already wasted). Got to figure it out carefully, as well as the tightening of Euro 3/Eminox regime that needs to retire B10TLs as these are WAB. Dennis Tridents are Euro 2 and not Eminox regime.

Too many Scania K230UB spare buses in AMDEP/BRBP, BNDEP, and MB O530 Citaros in HGDEP, those are the backbone of Single Decker Buses that they will be intended to replace, so those MB O530 Citaros are for upcoming GCM purposes, because they are registered in SG plate prefix. So that is why there should be enough Single Decker buses.
