Full Dd? I see 2-3 Sv196 buses bunching up towards Bedok around 5-5.45pm at marine parade area because of the additional 196e buses relieving the load.
Other than that I would say 196 is like 197, it gets crowded during afternoon school hours and evening peak. Otherwise I don't see why not have a few sd slots in between the dd slots.

Low frequency (16-20 mins): 1-2 lots
Medium frequency (10-15 mins): 2 lots
High frequency: (6-9 mins): 3-4 lots
Very high frequency (<5 mins): 5-6 lots
There are only a few services in the very high frequency group (e.g. 72, 179, 190)
Very long trunks (>25 km) will also have more parking lots due to higher chance of bus bunching.

I always see 323D on S103 and after that the next week 324B on S103... rotating duties?

I highly doubt the accuracy of this info.
196 operates at 05-06 mins with DDs from Mountbatten road towards CBD. Each bus easily takes 70-80 pax. How can they convert to SD?
On Clementi-Bedok direction as well, there is 70+ pax until BNV from Clementi AYE/Dover. Again loading picks up along Bukit Merah to CBD.
196 needs to kick out its SDs.
Ofcourse weekends it doesn't need the DDs and can have an alternative fleet.
