I think SMRT want to reduce their own BCs for the shuttle and focus more on their basic bus operation and that’s why they contracted WTS and Aedge drivers to drive their own shuttle routes.GAS & TTS also face manpower shortage during those shuttle timings.
GAS also reduce their employee bus BCs and call most of them back to basic bis service and contracted private bus to do 95% of their EB.
