TT in WA retained its existing 4 contracts (Claremont, Canning, Southern River and Midland) plus gained one more (Marmion).

No operator lower than 536 million other than the two original operators (SBS Transit 480 million, SMRT Buses 514.5 million).
If both of them are passed over, then it becomes obvious LTA wants anyone but incumbents.

For my entire time in WA, TT Perth has never implemented any form of "scent" onboard. Heck if there was no man-made smell onboard I would be happy already.

I do not see the problem with shortlisting of all 9 companies. I believe it is only a matter of compliance with minimum requirements set by LTA in their proposals.
