It makes a lot of sense for 110 and 117 to do a straight swap immediately. Both are orphan routes.

SBS Transit retain back Bukit Merah especially 160/170 contract.
Reason being is that they are cross-border services. They have not enough new buses. They want to change their fleet but it will take longer duration :)
All the Chinese bus operations (Jiaoyun/Travel GSH and Shenzhen) will screw up even more!!!!!!!! Adding that: SMRT is lower pay but in the end SBS Transit wants to have share in pie.

SBS Transit wins the right to operate the fourth bus package
The government announced the winner of the fourth bus package operating rights. SBS Transit’s bidding price is 13% higher than the lowest bidding price. It is also higher than SMRT’s bidding price, but still able to win the operating rights at 4.72 billion dollars.
The LTA awarded the operating rights of “Bukit Merah Bus Package� to SBS Transit this afternoon. This is the second bus contracting model contract awarded to SBS Transit. Contract will begin from the fourth quarter of this year.
SBS Transit asked for 4.72 billion dollars to operate the Bukit Merah bus package for 5 years, which is 13% higher than the lowest asking price by Travel GSH (4.1883 billion dollars).
As compared to the second lowest asking price by SMRT (4.4492 billion dollars), SBS Transit’s asking price is 6% higher.
First-time participant Shenzhen bus group asked for the third lowest price, at 4.4926 billion dollars.
The Bukit Merah bus package comprises of 18 bus routes currently operated by SBS Transit, of which there’s 2 cross boarder bus services. The bus routes include 5, 16, 57, 93, 120, 145, 170, 195, 272, 273, 400 and 402.
LTA explained in the press release that the reason for awarding the contract to SBS Transit is that the proposal submitted by SBS Transit shows that the company has a complete understanding of the operating considerations of the contract. With a rich experience in bus service deployment, it is able to provide the most optimal deployment of buses and resources.
�The proposal shows that SBS Transit has a rich experience in bus operations, and is able to provide the most value-for-money service.�
SBS Transit previously won the third bus package operating rights at 4.8033 billion dollars. The first two bus package was awarded to Tower Transit and Go Ahead respectively.
Under the new bus operating model, the government pays the operator a service fee and collects the fare revenue.
LTA uses a “two-letter� evaluation method to evaluate the quality of bids, such as the maintenance framework and bus captain welfare, before evaluating the asking price of bids that fulfill the first requirement.

To me, one of the influential factors in the present results seems to be the need for 160 and 170 to remain status quo...otherwise the administrative side in JB may be complicated.

Since SBST snagged Seletar and held on to Bukit Merah, I hope Hougang goes to one of the other operators (logically GAS since they already have the adjacent Loyang contract).
I forsee its back to square one where SBST will dominated the bus industry again with SMRT will be improved and takes the balance package..Trains will be 50/50 among them...

If 160 and 170 need to remain status quo, so does 950. But still better to have all JB routes under one operator for economy of scale.

But instead of getting the best deal, this BCM may turn out to be just a method to ensure that the bus operators do their job, otherwise they would be replaced.

Actually, Tower Transit operating the city direct in Yishun, and both Tower Transit and Go Ahead operating MRT shuttle all over Singapore is an indication (and assurance to investors) that Tower Transit and Go Ahead are here to stay.
At worst case scenario, a company may not operate any BCM contract. But at the very least, at least a city direct or some special public bus service for LTA.

Hi mr SG1131L, BCM is a big wayang. Just like the bus drivers are told to purposely slow down by the operators if there is a similar bus service no in front just to maintain headway. In the end, the bus behind purposely travels so slow intentionally and for the next few minutes, there are no passengers waiting to board it as well. A big farcical wayang without any objectives. Wayang for the sake of wayang. Only disadvantage is people on board gets delayed for another few minutes to destinations. Cheers. Thanks.
