  Majority of the former Tibs 161 route is now covered by Tibs 980 (from junction of Canberra Rd/Sembawang Rd to Middle Rd), while the rest of the route up to Shenton Way is covered by service 130. So it's seem impossible.

  He actually mean the former Tibs service 161, which seems to me, no chance of being reintroduced.
