Depends lah. Unless they amend Sv. 161 to specially ply that area then there would be no link to WDL. Sv. 969 can't possibly come in and ply Punggol also what. But then again, Some buses pass Bishan and Eunos enroute to other interchanges (e.g. 13, 88, 156 for BIshan) while Punggol is at the north-eastern end already... So I don't think it's a fair comparison this way...
